India Public Libraries Directory: The Big Indian Library Atlas

Most people think of India as a land of exams, engineering colleges and coaching factories. Scratch the surface and you find something quieter and more stubborn.

Reading rooms. Public libraries. District halls with creaky fans and shelves that refuse to die.

This directory is my attempt to map that world.

Consider it a living atlas of public libraries in India. A starting point for readers, students, civil service aspirants, researchers and anyone who believes a city without a library is a badly designed place.

What this directory is and what it is not

This is:

  • A pan India starting point for government run and government supported libraries.
  • A way to discover state central libraries, district libraries, city libraries and heritage halls.
  • A hub that will eventually link to state wise detailed pages with addresses, timings and membership basics.

This is not:

  • A list of every private reading room and paid “library plus café”.
  • A one time stunt. I intend to update and expand it as more data, pictures and reader tips come in.

India’s flagship public and depository libraries

Before we go state by state, a few national heavyweights deserve their own spotlight.

Connemara Public Library, Chennai, Tamil Nadu

One of Asia’s largest libraries and one of India’s four National Depository Libraries, Connemara receives a copy of every book, newspaper and periodical published in the country. It sits inside the Government Museum Complex at Egmore, beside the museum and the National Art Gallery, and has been serving readers since the late 19th century.

If you are a serious researcher or just a greedy reader, this is not a library. It is a continent.

Delhi Public Library, Delhi

Delhi Public Library began life as a UNESCO project in 1951 and is now an autonomous organisation fully funded by the Ministry of Culture, Government of India.

It runs a network of branches, mobile library vans and community libraries across the city. For many parts of Delhi, DPL is the only real public reading space that exists.

State Central Library, Cubbon Park, Bengaluru, Karnataka

Housed in the iconic red Seshadri Iyer Memorial Hall in Cubbon Park, this is one of Karnataka’s oldest and most important libraries. It is managed by the Department of Public Libraries, Government of Karnataka and holds a massive collection, including copies of every book published in the state.


These three are not the only giants, but they are good markers of the scale and ambition that Indian public libraries can still reach. More national level additions will slowly find their way here.

State wise public library systems in India

Public libraries in India are organised roughly at four levels:

  • State central libraries
  • District libraries
  • City or municipal libraries
  • Taluka and village libraries

Many states have a formal Public Libraries Act. Others run networks through the education or culture departments.

Below is a high level map. Each state or union territory will eventually get its own detailed page.

Karnataka – Department of Public Libraries

Karnataka has one of the more structured public library systems, anchored by the State Central Library in Cubbon Park. Under the Department of Public Libraries, you have:

  • State Central Library, Cubbon Park, Bengaluru
  • City Central Libraries across Bengaluru and other cities

The system covers district, taluka and village level libraries. It is widely used by exam aspirants, school students and working professionals.
